Territory Auto Assignment Does Not Happen On Click of SAVE Button For An Opportunity Created By Partner User

Symptoms

Auto Assign Territory for the opportunity created by Partner User does not happen with the click of button 'SAVE' ;

but it happens with click on 'Save and Close'.

1. Log in as a partner user, Create an Opportunity , fill details and click "Save and Continue"
a. add revenue record, and click "SAVE" button to save revenue line details
b. go to Team tab, no assignment happened
c. click save and close button to close record
d. reopen the record, Team tab, do not see any assignment

2. Create the other Opportunity by Partner Account, fill Details and click Save and Continue
a. add the same Product Revenue record, and click "SAVE AND CLOSE" button to save revenue line details
b. reopen the record created now, Team tab, territories are assigned
