Flashing Behavior for Required Fields in Checkout Form

Symptoms
On : NA version, Storefront
ACTUAL BEHAVIOR --------------- On checkout page, when no required fields are entered the notification area flashes 5 times for 4-5 secs and then is fixed. When additional fields are entered the error message initial flash is decreased. Select X closes out one error message.
EXPECTED BEHAVIOR ----------------------- Expected behavior is to flash once
STEPS ----------------------- The issue can be reproduced at will with the following steps: 1. Add Item to Cart 2. On Checkout Page do not enter any fields and select Place Order 3. Note the error message on top flashes for 5 seconds and then is fixed
