Symptoms

RMAN backup to Database Backup Cloud Service failed with error message.

RMAN log shows

KBHS-00719: Error 'unknown'; You are not allowed to perform a tagging
operation on a container that has objects in it, accountName:
KBHS-00700: HTTP response error 'Conflict'

 

Sbtio.log file shows

Changes

In customer case they created a container named dbcs_rman_backup and has created some non-backup objects in that container first and then they are trying to use it for backup.
