On : 11.12.1.0.0 version, Manage Benefits

ACTUAL BEHAVIOR
---------------
Benefit admin with custom role restricted to a particular LE are able to view all Benefit Programs and Legal Entities under most of the processes in Evaluation and Reporting work area.

EXPECTED BEHAVIOR
-----------------------
Benefit Admin should see only those Benefit Programs and LE they have access to.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to FA. Navigate to Benefit Administration
2. Goto to Evaluation and Reporting work area
3. Click on Processes. Choose 'Evaluate Life Event Participation' process
4. Click on Benefit Program drop down
