ER Custom Actions On Call Report

We have created a custom action:"Submit for Approval" on Activity for Call Reports. But I don't see the "Submit for Approval" Action on the Available Actions List when customizing the CX Cloud Mobile Application via Application Composer > Mobile Application Setup for the Call Report.
