Requisition BU LOV is empty on the ESS job submit page for Import Requisitions
EXPECTED BEHAVIOR
-----------------------
Should list the valid Requisition BU LOV on the ESS job submit page for Import Requisitions
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit Import Requisitions job
2. on the Report Parameters page, find that Requisition BU LOV is empty
