Change Order Amount Exceeds Remaining Reference Commit Balance

A Base Commit is created with negative values.
The Base Commit goes through the Terminal status and a Schedule of Values (SOV) gets created without any issues, albeit Scheduled Value for the rows therein are negative.
When trying to process a Change Commit record, an Alert message pops up stating that Change Commit amount exceeds the remaining reference commit balance.
Observe that no Rules are setup nor is the Commits Remaining Balance data source part of the SOV Structure. In addition, the user is selecting the referenced line item (uuu_sovlinum) with the negative value and adding a value such to zero out the row in the SOV created by the Line Item in the Base Commit.
