Performance Review Cycle Assignments Fail When Email Addresses Are Invalid (Doc ID 2331247.1)

Performance Review Cycle is not working as expected or it is taking longer than normal to run.

The review cycle should start based on the activation date or when the gatekeeper initiates the cycle to start.

The issue can be reproduced at will with the following steps:
1. Assign all templates reviews to positions
2. Assing review managers to all employees
3. Open a review cycle last week
4. Excluded positions and employees
5. Set the activation date needed for the cycle

The issue has the following business impact:
Due to this issue, users cannot use cycles to send out the reviews.
