Email Notification Not Being Sent To Supplier When User Uses Punchout Catalog

Email is not being sent to supplier when using punch out.
Supplier punch out works for all users (around 50) except for one user
When this user navigates to the supplier punch out catalog and places an order his email is not attached and the supplier does not receive an email when the user orders.
It has also been verified the email is correct and is defined on the user's oracle account.
No email is received by the supplier when the user places an order.
