After Upgrade To ZDLRA 12.2 OSB Is Not Working Properly (Doc ID 2333182.1)

Symptoms

After upgrading ZDLRA to 12.2, observiced is not starting:

ROBOT0 Error Details
ORA-45175: unable to use SBT library ROBOT0
ORA-06512: at "SYS.DBMS_SYS_ERROR", line 86
ORA-19624: operation failed, retry possible ORA-06512: at
"SYS.DBMS_BACKUP_RESTORE", line 328
ORA-19554: error allocating device, device type: SBT_TAPE, device name:
ORA-27023: skgfqsbi: media manager protocol error
ORA-19511: non RMAN, but media manager or vendor specific failure, error
text: sbt__rpc_connect: Internal error - could not connect to <DB_NAME>
(Oracle Secure Backup error: 'No such file or directory').
