Symptoms

Orders are planned from Source Region to Destination Region via XDOCK with LTL leg and a TL leg or directly through a TL leg.

XDOCK is not chosen even if it is cheaper.

The issue can be reproduced at will with the following steps:

1. Go to Order Management, Order Release
2. Select the Order Releases
3. Go to Actions, Operational Planning, Build Shipments Buy

The XDOCK is not chosen even if it is cheaper.
