When Downloading The Word Document From Contract, Suppress Title Is Not Reflected. (Doc ID 2333656.1)

On : 11.12.1.0.0 version, Procurement

ACTUAL BEHAVIOR
---------------
When downloading the Contract into word, the header section is suppressed in the UI - Just showing the text.

However, when the contract is downloaded in the word document, the header shown with numbering format and because of this the clause number is different than what it is shown in the UI

EXPECTED BEHAVIOR
-----------------------
Expectation is to have Clause numbering and word document with same sections.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Setup Terms template for the Contact
2. Clause numbering shown in the left but Header is not numbered
3. Download the Contract into word and the header section is shown and as a result the numbering is changed as well.

BUSINESS IMPACT

The issue has the following business impact:
Business impact:

From the business perspective, you are sending this word document to suppliers and they are using it to update the contracts. It is really hard for suppliers to track the changes if the numbering is not the same. Also, it is a legal contract and if the downloaded word document is not the same as UI, we might have a issue.
