Dates do not show in consistent timezone.

Dates should show in consistent timezone.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to P6 Pro for EPPM.
2. Check date "last summarized date" in project list dialog.
3. Check submitted date in "job status" dialog.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot view correct date.
