Symptoms

On Java Cloud Service (JCS) Instance, Weblogic 12.2.1 Admin Server cannot startup when restarting JCS from UI.


EXPECTED BEHAVIOR

Admin server & Manged server should run Fine.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Restart the JCS instance
2. Admin server & Manged server Not starting
