Purpose
Even if you face slowness / performance issues in many pages and the general impression is that the entire environment is slow, when you create a SR in order to report any performance issues, you have to be very specific and tell us exactly which pages are loading slow (give us at least some examples of slow pages) and provide us the screenshots with the replication steps along with the HTTP requests logs in order to observe the slow URLs and investigate the slowness.
As per Oracle's standards, a page (URL) is considered slow, only when it is taking more than 5 seconds to load every time when you access it.
This standard is not applicable to BI reports and dashboards, infolets, Scheduled Processes and Data Load processes that could take a longer time, depending on the amount of data that is queried, processed or loaded.
In order to record, identify and validate any performance issue you can use F12 Browser Developer Tools or Fiddler.
