Project conversion-Team member not copied from template when hire date is later than project start date

Project conversion-Team member not copied from template when hire date is later than Project start date. The "T.Facility" template has project manager and project administrator and their start date is 1/1/16 and 4/1/16 respectively.

The hire date and effective start date of the employees designed as project manager and administrator is 8/24/2015 and 3/28/2016. This template is used to convert open projects using FBDI. All the 33 open projects has the start date of 1/1/16. The expectation is to copy the project manager and project administrator. However, the project Manager is copied whereas the project administrator is not copied.

Upload was successful in every other respect. Log or report did not show any errors / warnings

We could add the same details of team member, role and start date (4/1/2016) to an existing projects manually. So, it looks like FDBI could not add a team member if the hire date is later than the project start date, though the role start date is after the hire date.
