Contract Organization LOV must display valid entries

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Log into OSC
Navigate to Contracts page
select contract number: X
drill down
click>Billing
select Contract Organization
Displays incorrect values

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot verify Contract Organization
