Notifications Not Received For Duplicate Resolution Request

Customer worked on merge-requests and got the errors for some of them. So they have opened the requests again and chose “Retry” but there are no email notifications for those requests.
The issue can be reproduced at will with the following steps:
1. Submit a merge request
2. Verify no email is received with the status of the merge request (if it completes or not)
Due to this issue, users cannot verify the status of their merge requests
