Status Field Needs To Be Locked Down for Non WebService Updates

Status Field needs to be locked down
I have a custom field called “Shipping Status” (controlled by webservice) and a field called “Status” (controlled by sales reps)
How can I link “shipping status” to the field “status” for the following scenario where when “shipping status” = “shipped” the “status” field becomes “won” automatically set by webservice just like the shipping status?
Web-service updates will come form 1 single application user.
