On : 11.12.1.0.0 version, Questionnaire Response
When attempting to add an Attachment in a Supplier Questionnaire as an Internal responder the following error occurs.

User don't have permission to add a new attachment

The issue can be reproduced at will with the following steps:
1. Respond to questionnaire
2. Add a new Attachment file
3. Information received
