Importing Values to Value Set Failing in with No Log or Error

When attempting to Import Value Sets, the import fails with the following error:
The issue can be reproduced with the following steps:
1. Create txt. file with values for the value set
2. Navigate to the Navigator > File Import and Export
3. Add the File > Select File > Select scm/item/import
4. Navigate to Setup and Maintenance > Manage Product and Child Value Sets > Actions Drop down > Import
5. Fill in the following information: txt. file name & scm/item/import
6. Upload > this is where the error occurs
