Symptoms

ACTUAL BEHAVIOR
---------------
When trying to access the worksheets for the employees that managers have assigned to them, the worksheet is not visible for the employee and a message of "There are no compensation plans available at this time" is shown where the worksheet should be..

EXPECTED BEHAVIOR
-----------------------
The managers when Act As Proxy is selected should show the worksheets for their reports.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Start comp plan
2. Go in as manager and Act as Proxy
3. Look for plans and employee worksheets
4. See that the plans are not selected

BUSINESS IMPACT
-----------------------
They are going live in January and need this resolved asap.
