When attempting to load Payroll Balance data the following error occurs.

ERROR
No appropriate payroll time periods exist to allow the creation of a nonrecurring entry.


STEPS
The issue can be reproduced at will with the following steps:
1. Load pay balance using Payroll Batch Loader
2. Error is returned
