Goal

We are trying to create a custom ESS Job. One of the parameters that we need is Payroll. We are trying to define a LOV and unable to do so.
We've been suggested that the issue be logged with the Payroll team, as this being the team that can suggest the right LOV .
"Each product team is responsible for providing the list of VOs. Some product teams refuse to provide the VOs since there are existing seeded jobs"

The issue can be reproduced at will with the following steps:

1. trying to create a custom ESS Job. One of the parameters that they need is Payroll.
2. trying to define a LOV and unable to do so

Details on the situation:

Following to attach custom report to schedule process:
Setup and Maintenance > search for ‘Define Custom Enterprise Scheduler Jobs%’ > Select report and click on edit (e.g. Custom Report Name : XYZ_PAYSLIP)

Manage Custom Enterprise Scheduler for HCM Core Processes
1. Manage Job Definitions
Job Definition > Display Name: e.g. T-Market Printed Payslip > Name: XYZ_PAYSLIP

XYZ_PAYSLIP: Parameters
Parameter Prompt: Payroll
Select parameter: Payroll > Edit > Select page element List Of Values, Here 'List of Values Source' is blank. There is no option to select Value set

Manage Custom Enterprise Scheduler for HCM Core Processes
2. Manage List of Value Sources
Click on Actions > Create > Create List of Value Sources
Application Name: Global Human Resources
*List of Values Source Definition Name: - ? what should we fill here ? -
User List of Values Source Name: Payroll
