Locations Are Not Available For Selection in Departments Screen

Information in this document applies to any platform.
When trying to edit departments, the location and location address fields are null.
Location does not get displayed in the list of values.
The issue can be reproduced at will with the following steps:
1. Go to Manage Departments
2. Search of an existing department --> Edit --> Correction
3. No values in Locations LOV.
