Symptoms
When attempting to navigate to Manage Departments, the following error occurs.

"Too many records found. Specify additional criteria to limit the number of records"
-- Steps
The issue can be reproduced at will with the following steps.
1. My Workforce->Workforce Structures
2. Manage Departments
May occur on any pages (Enterprise HCM Information, Manage Division and so on)
Changes
Flexfield value set has more than 500 rows and has Display Properties set to Drop-Down
