Manage Item Quantities Page : Item Not Listed Under locator But Only Under Subinventory

Goal
User has done item transaction under locators. But from 'Manage item quantities' page, Onhand quantity is not showing the locator - quantity details. Instead all the quantity is listed under the corresponding subinventory.
Why item is not list under the corresponding locator.
Customer has subinventory locator control as Item level.
