Goal

After Release 12 upgrade, it is noticed approvals are not working in some cases. Managers can approve goals 4 different ways, please refer below and whether this is working or not:

1. Approval via email - yes this is working
2. Approval via clicking on the bell icon and clicking 'approve' - yes this is working
3. Approval via Work list - no this is not working
4. Approval via the team view of goals, and clicking on 'approve' - no this is not working
