Unable to Activate Windows OS on Compute Cloud Instance with error “No Key Management Service (KMS) could be contacted” (Doc ID 2339693.1)

After creating new Windows Server 2012 R2 Compute Instance , when trying to activate the windows with below command

c:\Windows\system32>slmgr /ato

It failed with below error:

Error: 0xC004F074 The Software Licensing Service reported that the computer could not be activated. No Key Management Service (KMS) could be contacted.

Please see the Application Event Log for additional information. 



 Created new Windows Server 2012 R2 Compute Instance
