Reset Password Email not Being Sent when IDCS Account is Locked

Information in this document applies to any platform.
The IDCS reset password emails stopped working. This can be seen when:
1. Pressed "Can't sign in" on login page
2. Selected Forgot my password
3. Gave the userid
4. IDCS said Password recovery email was sent
5. However, the email was never received, even checking junk mail, it's not there
So problem is that email was not sent. Please check the notification system and correct outbound email problems.
