Unable To Find All Types Of Users When Searching Within Proxy Settings

Goal
When going to Settings and Actions, Set Preferences, then Proxies, you are supposed to search for the user you want to grant Proxy access to.
Upon searching, customer was only finding certain types of users. With some users, the search returns no results. It seems to be that only users with an Admin role show in the search. We need all types of users to show in this search. Is there some setting or privilege that makes a user name show or not show here?
