Eloqua App Unable to Create Connection with ICS instance

Customer is trying to integrate Oracle Marketing cloud (Eloqua) with Oracle servcie using ICS. He is following the instructions documented in Eloqua_RightNow_Integ.pdf.
One of the steps is to install ICS app for Eloqua and than testing an Eloqua connection in ICS.

Customer is entering ICS URL as https://test.integration.us2.oraclecloud.com/ics and entering ICS username/password which he used to login into ICS.
Connection fails with error below. From access.log it is not clear if request from Eloqua app is even reaching ICS instance.
