Canada QuickPay Errored With An External Function Call Error Occurred For Formula CA_GET_PROVINCE

On : 220.127.116.11.0 version, Global Payroll
When attempting to run QuickPay for Canada are going into error.
the following error occurs:
'An external function call error occurred for formula CA_GET_PROVINCE, line 60.'
The issue can be reproduced at will with the following steps:
1. run QuickPay for Canada localization;
2. error is encountered.
Overview of the situation:
When checked, the calculation card did not have the province even though the employee home address and work location have the province in the address.
We are not able to add the province to the calculation card as well because the drop-down doesn't have any addresses.
So we tried rerunning the geographies but the process is failing saying 'Expected geography structure does not exist'.
When we looked at the geography structure, it has County and District as well for Canada. It looks wrong and it wasn't added manually by any of us.
Tried again to rerun the Geography Loader for Canada process and it failed again with:
'Expected geography structure does not exist'

Tried to delete the previously existing structures and re-run the Load Geographies for CA process.
not able to see a delete option on the UI.
