Not Able To View/export The Reports For Users

Customer is able to view the report but clients are unable to view the reports

The issue can be reproduced at will with the following steps:
1. Goto OSC --> Open the dashboard --> run the dashboard report Opportunity details Final

The issue has the following business impact:
Due to this issue, users cannot view the reports
