Manager Self Service (MSS) Transactions not triggering RTF-Based Email Notifications

Information in this document applies to any platform.
Transactions such as Manage Salary and Promotion initiated from MSS are not triggering delivered rtf as email notification. It is triggering bell notification itself as email notification.
The same transactions done from HRSS work as expected. Salary component is hidden on the rtf,, and the same functionality is needed from workflow transactions whether it is initiated from MSS or HRSS.
How can the email notifications from MSS be sent with the proper format?
