Symptoms

On : 11.12.1.0.0 version, Plan Project-Manage Project Budget

ACTUAL BEHAVIOR
For a Rate Based resource, the system is not calculating the Revenue Budget although the Rates are defined at Planning Rates.

EXPECTED BEHAVIOR
Expect to see the Revenue amount calculated

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. View the Budget task <task number>.
2. No value under Revenue
