Import Transactions Using File Based Data Import Unsuccessful (Doc ID 2342383.1)

When attempting to import files, the following error occurs.

No valid data file available for import. Unable to find a version of the file which has not already been imported. Please upload a new version of the file prior to the next scheduled execution of the import activity.

The issue can be reproduced at will with the following steps:
1. Start file import
2. Import error with the message above

The issue has the following business impact:
Due to this issue, users cannot complete importing files.
