Proposal (Charter) Finance API Search Results in Output "The set of Charter Names do not refer to any Charter." (Doc ID 2342545.1)

Proposal (Charter) Finance CRUD Search API returns "The set of Charter Names do not refer to any Charter."  Instead of expected Charters that have been updated since the parameter dates entered on the API Input template.

NOTE: Proposal is the default name for the function being mentioned here "Charter" please know that this functionality can be titled anything in the system.  If it was the default name of Proposal the message would appear as "The set of Proposal Names do not refer to any Proposal."

STEPS to Verify Behavior

1. As a User with appropriate permission to use the API functionality, Utilize API functionality
2. With a Template from the current version of Instantis Enter Input for Finance Search API, Defining only "Last Updated Date From" and "Last Updated Time From" fields.

 "The set of Charter Names do not refer to any Charter."
