Oracle Commerce Cloud Service (OCCS) has the fallback feature that is used when 3rd party tax processing services does not respond.  For more information about this feature please see Extending Oracle Commerce Cloud > Configure Tax Processors > Monitor tax processors section and the following article.

Fallback options' defaultTaxRate is configured per customer's request.  If it is not configured '0' (zero) is used.

This document describes how to find orders whose tax was calculated with the fallback feature's defaultTaxRate.
