NIR Not Sending Notifications and BPM SYNC Not Completing

Symptoms

NIR Notifications are not going to users. Previously it was working correctly.

From BPM worklist user tried to sync the rules by clicking Start Synchronization" button.

Synchronization runs for long time and gets time out. 

Next time when user navigates to BPM work list, system again asks to start synchronization.
