Symptoms
On : 11.12.1.0.0 version, Create and Manage Journals
When attempting to Upload Journal Using Journal Import webservice, the following error occurs.
ERROR

JBO-27023: Failed to validate all rows in a transaction.
JBO-27024: Failed to validate a row with key oracle.jbo.Key[300000042449035 ] in GlInterfaceEO
JBO-27024: Failed to validate a row with key GlInterfaceEO in Entity Object
STEPS

The issue can be reproduced at will with the following steps:
1. Prepare Payload File
2. Using SOAP UI, Upload the Payload file into system.
