Element cannot be found in Manage element entries even though there is already created an open link element eligibility.

There was an element eligibility which was automatic entry before and it ended on 2017-11-30.
Trying to add a new element eligibility starting 2017-12-01 with 'Automatic entry' flagged, but the automatic entry status keeps showing IN PROGRESS.
