Open Enrollment has changed original enrollment date to latest coverage start date

On : 188.8.131.52.0 version, Manage Benefits
During OE, the original enrollment date for a majority of our population updated to 1/1/18 on plans that did not have a tier/option change or a plan change.
For example an employee original enrollment date was 1/1/16. The employee didn't make any changes this year and now after running OE their original enrollment date is showing 1/1/18.
Need to know why they changed and how to correct them.
Expect to see employees who don't make any changes during OE to keep their original enrollment date.
