ESS Job Definitions Missing in Tasks for Manage Custom Enterprise Scheduler Jobs (Doc ID 2344050.1)

Symptoms

Developers can not view all existing ESS BIP job definitions.  Reports are defined and exist, but after opening the task to manage scheduler jobs, the list is incomplete and developers can not see all defined jobs.

Users can schedule jobs under the Scheduled processes UI.  Developers expect to view all custom and seeded ESS job definitions in Setup and Maintenance.
