Product Hub UIs Show Incomplete Functions after Upgrade

Information in this document applies to any platform.
After upgrading form Release 12 to Release 13, some Product Hub UIs (User Interface) show incomplete information/functions. When clicking on "Manage Items", "Browse Item" or "Create Item" task, see the page appears blank (without the Navigator, the menu items like Home, or user name buttons). Also when pressing the "Done" button, nothing happens.
1. Go to Navigator
2. Navigate to: Product Management > Product Information Management
3. Choose task Create Item, Manage Items or Browse Items from the task list
4. Open one of the above tasks, see the missing options
5. Press the Done button, nothing happens.
This problem is consistent with all browsers.
