Paypal payment gateway must be setup in order to setup payment types (Doc ID 2345429.1)

If a customer is trying to setup their payment types and is encountering an error, in the browser, and its not allowing them to save, there is a good chance they have not setup their payment gateways. Specifically they need to setup the Paypal payment gateway first, and then if they determine they will not use Paypal they can simply disable Paypal.
