ACTUAL BEHAVIOR
Cloud administrator is not able to provision or deprovision users on P6 Cloud.

EXPECTED BEHAVIOR
Cloud administrator is able to provision or deprovision users on P6 Cloud.

STEPS
The issue can be reproduced at will with the following steps:
1. Cloud administrator provisions or deprovisions users on P6 Cloud.

BUSINESS IMPACT
Due to this issue, users cannot provision or deprovision users to P6 Cloud.
