Imported Candidates from Taleo do not appear in New Person/Imported Candidates UI

Symptoms
After running Fusion Taleo New Hire process and navigating to the "Selected Candidates" UI, no candidates appear (despite the user having HRSpecialist_ViewAll Role with inherited Human Resource Specialist role)
However, the BPM worklist notifications are available.
Steps:
1. Run Import Oracle Taleo Recruiting Cloud Service Data
2. Navigate to New Person, "Selected Candidates" work area
3. No new candidates appear
4. Receive notifications in the BPM Worklist area
