Territory Assignment Not Working Correctly For Leads

ACTUAL BEHAVIOR

Territory Assignment not working correctly for Leads

We have set up Rule based assignment for Leads in our instance based on which a when a lead is in qualified status then territories get assigned to them based on the Account Country. We are facing an issue wherein for New Leads for an account, the territory assignment is working fine. and the Prime Lead Territory is getting Assigned. However for existing old leads of the same account, the Prime Leaf Territory is not getting assigned to the Lead.
 refer screenshots for the details. Also pls note we have earlier updated our setup based on a previous SR:3-16135287471 for leads territory assignment.
 

EXPECTED BEHAVIOR

The Territory Assignment to work as well for the old leads.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Go to leads>Edit leads
2. Run assignment
3. the right territory is not getting assigned
