Unable to run reports in Prime

When running a report in Prime an error is shown under "Layouts" tab: "Unable to load layouts for this report. You may not have permissions or an account in BI Publisher to access layouts. Otherwise BI Publisher may be down. To resolve this issue, contact the administrator."
